Local Ukrainian officials said a school and several apartment buildings were bombed early on Sunday. One person was injured and a fire broke out, authorities said. Residents were evacuated in time.
“Two high-rise buildings in the new district of the city, as well as a secondary school, were targeted by heavy shelling by the Russian army,” Serhiy Haidai, governor of the Luhansk region, wrote on Telegram.
In another publication, Dnipro regional governor Valentyn Reznichenko reported that a rocket hit a building in the Pavlograd district in the city center.

Luhansk regional governor Serhiy Haidai said on Sunday that nine trains will be made available to civilians to allow them to flee this region besieged by the Russian army.
This announcement was made on the Governor’s Telegram account. Most trains have a destination in western Ukraine, such as the city of Lviv.

“Ukraine cannot wait any longer. Freedom cannot wait any longer. If tyranny attacks everything that keeps peace in Europe, action must be taken immediately,” the Ukrainian president implored.
Before adding: “We have to act according to principles. And the oil embargo should be the first step. At the level of all democracies, of the whole civilized world”.

Ukraine has said it is ready to wage a “great battle” in the east of its territory, a priority target for Moscow, where the evacuation of civilians continues for fear of an imminent offensive.
“Ukraine is ready for the big battles. Ukraine must win them, including in the Donbass,” a region in the east of the country, said Ukrainian presidential adviser Mykaïlo Podoliak, quoted by the Interfax news agency.
“And if that happens, Ukraine will have a stronger position in the negotiations, allowing it to dictate certain terms,” he added.
